FUPRE: GBAGI MISFIRED, Team Oboro.

The back and forth claim over the ESTABLISHMENT of the Federal University of Petroleum Resources Effurun, FUPRE has taken a new twist with former minister of EDUCATION Kenneth Gbagi laying claim.

HERE ARE THE POSITIONS OF TEAM EVELYN OBORO AND KENETH GBAGI.

As a youth who definitely would become one of those who will tell the Urhobo story tomorrow I decided to  my due diligence to be acquainted with fact about the ESTABLISHMENT of the Federal University of Petroleum Resources Effurun, FUPRE.


The federal university of petroleum was established when  Hon Evelyn Omavowan Oboro was uvwie local government chairman. A very prestigious team made up of chief Sam okpoko SAN, CHIEF TUESDAY ONOGE (the president General of UGIU) then, Hon Evelyn Omavowan Oboro (uvwie local govt. Chairman then) and Dr veronica ogbuagu , Hon commissioner for Education delta state then hosted the team from Abuja in chief  Sam okpoko SAN'S HOUSE in EFFURUN GRA. HE GAVE OUT HIS PROPERTY AS PART OF  ACCOMMODATION TO THE UNIVERSITY.

THIS WAS BETWEEN 2005 AND 2006 PRECISELY.  Chief Kenneth Gbagi became minister of state towards the end of president Jonathan's inherited regime in 2010.

 The university was already in place before Kenneth Gbagi's appointment . The bill  sponsored by RT Hon Evelyn Omavowan Oboro in the house of representatives is not an executive Bill.

 Chief Kenneth Gbagi is hereby referred to section 58 of the constitution of the federal republic of Nigeria.

 Executive bills Can not be sponsored by non principal officers on the floor of the house or Senate. Only the house leader or Senate leader can do so.

The bill signed into law by president Buhari is not an executive Bill. If chief Keneth Gbagi dusted an executive FUPRE bill in the 3 and half months he served as a Minster, then he should check his wardrobe or library, it must have been covered up by dust again.

 Kenneth Gbagi never  gave  Rt . Hon EVELYN OBORO any bill to sponsor, neither has he also claimed to have given any to omoagege.

Chief   Gbagi can not reign in the FUPRE parade ground because his news is not only stale but obsolete.

 Maybe Olorogun Kenneth Gbagi should tell Urhobo what he did for urhobo Nation as a minister apart from building a hotel and  shopping plaza under high tension cables which poses  as death trap for urhobo people.

We are waiting to hear his testimonies of services to urhobos. ABI na score card?

In conclusion in as much as Urhobo Nation is appreciate the fact that Chief Gbagi was once a privileged Minister under the Goodluck Jonathan inherited Government, it is pertinent to remind Chief Gbagi that Urhobo Nation is still waiting eagerly to see his score card during the time in review.

Finally, RT Hon Barr Evelyn Omavowan Oboro Esq is indeed the first Urhobo female PARLIAMENTARIAN but not the only House of Representative member whom Urhobo Nation has produced but her antecedents in the green chambers should be applauded to encourage her to do more and not superimposing oneself on the beautiful achievements of RT Hon Barr Evelyn Omavowan Oboro Esq.

PRESS RELEASE FROM  OLOROGUN (BARR.) KENNETH O. GBAGI (FNIM).
Our attention has been drawn to the claims being made in some quarters about the creation of the above university.
It is imperative that we set the records straight for the benefit of the public, history and our children yet unborn.
The university for which the Former President of the Federal Republic of Nigeria, Chief Olusegun Obasanjo, released money to commence as a College - through the great effort of Late Senator Fred Ayo Brume - had no legal backing or  any form of documentation for a long while.
Hence, the statement credited to Late Rilwanu Lukman, the former Minister Of Petroleum that the school was illegal and “he was going to relocate the school to kaduna”.
It pleased God that on my thirty - second day (32) as Minister for Education, I presented a memo to the Federal Executive Council and wherein Council approved the creation of the university. In furtherance of Council's approval, I proceeded through my ministry to process the necessary documentation,  which was then forwarded under my seal as a Minister to the Senate for the amendment of the Act to include the creation of the University.
It is the responsibility of the Federal Executive Council to establish a University on the presentation of a Memo to council by the Minister for Education.
A Senator or a member of The House Of Representatives is not vested with this responsibility and cannot therefore take credit for the creation of THE FEDERAL UNIVERSITY OF PETROLEUM.
The memo that created the university as signed with the initi als 'KO' is a public document and can be authenticated by anyone who cares to do so.
It is on record too that I equally presented the memo that founded other 12 universities, 14 polytechnics and 16 Colleges  of Education in Nigeria.
This has become necessary for a better comprehension of who did what while in office.
